Update on Higher Education Emergency Relief Fund

McClintock & Associates has begun to review the Higher Education Emergency Relief Fund which was included in the CARES Act. Within the Act, under Section 18004(a)(1), the U.S. Department of Education (ED) will distribute these funds to all institutions based upon the relative share of full-time equivalent enrollment of Federal Pell Grant recipients who are not enrolled exclusively in distance education and the relative share of full-time equivalent enrollment of students who were not Federal Pell Grant recipients who are not exclusively enrolled in distance education. An analysis was prepared by the American Council on Education (ACE) to project the possible distribution of emergency funds for every postsecondary institution. ACE’s simulation was conducted using data from the Integrated Postsecondary Education Data System (IPEDS) and only represents a proxy for ED’s actual calculation so institutions should NOT rely on this information.
